WHAT IS EMO?

What is EMO?

The Chamber of Electrical Engineer (EMO) has established on the date of 1954 being based on 6235th law of TMMOB . The Chambers of Electrical Engineer is one of the 23 constituent chambers of engineering of the Union of Chambers of Turkish Engineers and Architects. EMO covers Electrical, Electronical, Computer, Biomedical Engineers and it has members over 33000. The center of EMO is in Ankara, but it has branches in Adana, Ankara, Antalya, Bursa, Denizli, Diyarbakır, Gaziantep, Kocaeli, İstanbul, İzmir, Mersin, Samsun, ve Trabzon. Additionally, The Chamber of Electrical Engineers is an organization that has become a wide spread organization as professional control offices in whole country.

Objectives of EMO

  1. 1.To work to solve the problems of members in respect to current needs, conditions, facilities and makes an efforts to develop profession and apply it in respect to benefits of country and society. Also it preserves other professional chambers, members and honesty, morals in human relations, and EMO develops policies suitable to benefits of the country and courages them by forming public opinion and warning representatives.
  2. 2.EMO is very important in providing benefits of the country, in finding, protecting and exploiting natural resources of the country, in increasing agrarian and industrial produtivity, in improvement of art and technolog.
  3. 3.To collaborate with official foundations and other organizations to preserve benefits of job, country and members. To recommend and attempt, and to apply legal ways related to work area when needed.
  4. 4.To protect the rights and authorization of members, to provide the solidarity among members, to prevent unfair competition.
  5. 5.To investigate standarts, norms, regulations and technical specifications, contract types and etc. related the profession. To work on these to change, develop and modernize.
  6. 6.To recommend to public authority and Union to prepare and change the laws, constitution, main regulation and regulations concerning the activities of the Chamber.
  7. 7.To develop theories and practices of the art and science concerning the profession.
  8. 8.To present training service related to the same speciality for members, corporate and private people. To construct training institutions and manage these institutions. To organize cources, national and international fairs, seminars, congress, exhibitions and etc. To give certificates to participants.
  9. 9.To work on and control the produncts to develop their quality. To construct calibration and test laboratories.
  10. 10.To present social and cultural activities. To construct locals and etc.
  11. 11.To serve as a expert, arbitrator, consultant and etc. at courts concerning the profession.
  12. 12.To introduce their professions to trainees in the Chanber. To present opportunities of the Chamber such as courses, probation, social activities and etc. To investigate problems of engineering and students and to solve them.
  13. 13.To colloborate between the universities and industry. To work together with them by arranging various activities about this subject.

 

Requirements for Membership

To become actual member of the Chamber;

  1. Becoming T.C. citizen,
  2. Having diploma or graduation certificate given by Turkish universities. If you have a diploma given by foreign university, you have to have an equality certificate ratified by concerned competent authority.

Foreign engineers who are given permission to work in Turkey can become a member of the Chamber temporarily being based on 6235th law of TMMOB. According to the objectives of the Chamber, they, who work for the Chamber and help it nationally and internationally, become a honorary member by the decition of the general assembly of the Chamber.

To become a member of the Chamber, you have to provide these;

For Turkish Citizens;

  1. Diploma or graduation certificate given by Turkish universities and their photocopy ratified by official institute or university.
  2. Photocopy of the identity (with real identity).
  3. Four photo for suitable a document.
  4. Filled form provided by the Chamber

Turkish engineers graduated from foreign university have to additionally bring an equality certificate given by Yüksek Öğretim Kurumu (YÖK) or its ratified copy.

Being based on 6235th law of TMMOB, foreign engineers to become a temporary member have to additionaly bring a permission certificate given by Bayındırlık ve İskan Bakanlığı.

Decision and Execution Structure;

  1. Chamber General Assembly

They meet once in two years in February. General Assembly consists of elected delegates that is 2% of number of natural delegates and Branch general assemblies. They begin to work with the majority of delegates. General assembly have to take some matters in their agenda;

a)Election of presidential of council.
b)To read and interview the working, financial and inspection reports, and present them to the Chamber Management Assembly.
c)Chamber Management Assembly, Chamber Honor Assembly, Chamber Inspection Assembly, delegate candidates of TMMOB General Assembly, TMMOB Management Assembly, TMMOB Inspection Assembly and candidates of candidates of TMMOB High Honor Assembly are specified, announced and elected.

  1. Chamber Management Assembly

It consists of 7 actual and 7 subtitute members. Chamber Management Assembly applies decisions specified by General Assembly. The Chamber executes its works according to the manager‘s decisions of General Assembly. When it is needed by Chamber Management Assembly, it participates Branch General Assembly and watches it. Chamber Management Assembly provides communication and collaboration between the Chamber and TMMOB. When it is needed by Chamber Management Assembly, it can call Honor Assembly and/or Inspection Assembly for duty. It defends the chamber and its members in lawsuits.

  1. Chamber Honor Assembly

The Chamber General Assembly consists of 5 actual and 5 subtitute members who are elected for two years. It, according to law, constitution and regulation, continues its works. If a behavior against to professional moral and ethical principles happens, It can take precautions and decisions on this situation.

  1. Chamber Inspection Assembly

The Chamber Inspection Assembly consists of 7 actual and 7 subtitute members who are elected for two years. It presents accounts of the Chamber and related operations to the Chamber Management Assembly every three months.

Assistant Structure;

  1. Chamber Coordination Assembly

Chamber Coordination Assembly provides harmony among all units of the Chamber Management. If a unordinary situation emerges, it takes precautions about this undesired situation.Actually, Chamber Coordination Assembly is constructed to assist to the management. The Chamber Coordination Assembly consists of the member of TMMOB Management Assembly, the Chamber Management Assembly, the actual members of the Branch Management and when needed, the actual members of the Chamber Honor and the Chamber Inspection Assembly. The working way of the Coordination Assembly is specified by the regulations.

  1. Scientific Assembly

Scientific Assembly is constructed to assist the Chamber management by evaluating technical and scientific topics, and by developing solutions for the problems. The Branch Management chooses 2 members of the Scientific Assembly from itself with 2% of the number of the each branch. Members of the Chamber Management Assembly are the natural members of the scientific assembly.

The Chamber forms commissions to continue activities better. Members of the commissions are chosen by the management assembly.

 

Branches

Branches are constructed to strengthen the relationship of the members with the chamber.

Branch Assembly meets once in each two years. Branch general assembly consists of its own members. Branch general assembly have to take some matters in their agenda;

  3. Election of the members of the branch management assembly and the chamber general assembly
  4. Branch Management Assembly

Branch Management Assembly consists of 7 actual and 7 subtitute members. Main duties of the Branch Management Assembly;

  1. To apply decisions specified by General Assembly.
  2. To represent the chamber in the branch
  3. To construct commissions to help members
  4. To take precautions to protect the job, rights and honor of the members.
  5. To provide collaboration and communication with the center of the chamber.
  6. To inspect representations in the branch.
  7. To call the branch general assembly to the extraordinary meeting when needed.
